If you mean http://www.pasttimes.com/ then the site is working fine for me. Your ISP either has a routing or DNS problem.
What actual error are you seeing? If it is DNS then you could try changing to http://www.opendns.com/ or http://code.google.com/speed/public-dns/
If it is routing you could use a public proxy but should never conduct financial transactions through one so I won't place temptation in your way by posting a url to one.0
