Important question about the dreaded new top-up fees

So - if someone starts uni this sep they pay the top-up fees (Instead of tuition fees or on top of tuition fees)
Do all students start paying it? or just the ones that start in september 2006?
What if someone is repeating 1st year (because of illness) so they started in september 2005, but will also be starting 1st year in sep 2006 - so do they pay top-up fees?
Also, I have heard that the top-up fees (up to £3,000?) will come out of a new student loan? is this true? so it is repayable after you graduate?
I'd be so grateful if someone could help me out , i have no understanding of the new stuff coming in

im sure it depends on your uni, my uni isnt charging top-up fees, its teh standart £3000 for first year and £1200 for all teh rest years. the structure of the loan has changed though, last time i was full time (my first year in 2002) people whose rents were on low incomes (me dads self-employed and me mums a student) got their fees paid and a loan, nowadays you get a fees loan, a regular loan and a grant, if you get teh grant teh amount of loan youre allowed is reduced. its all very confusing!!!:T The best things in life are FREE! :T0

Students who start courses prior to 1 September 2006 will only pay fees of up to £1,200 for courses subject to "regulated fees". This would also include students repeating years of a course that started prior to 1 September.
Students who start courses on or after 1 September may be charged variable fees of up to £3,000 for courses subject to "regulated fees".
Both types of students may apply for a tuition fee loan in addition to the existing maintenance loan, students who started prior to 1 September 2006 will be entitled to a loan of the full fee charged or £1,200 whichever is the lower. Students starting on or after 1 September will be entitled to a loan of the full fee charged or £3,000 whichever is the lower.
These loans will be paid after you graduate when you are earning a salary over £15,000 at rate of 9% of your annual salary over £15,000.
Lower income students starting prior to 1 September 2006 will also be entitled to a fee remission grant of up to £1,200 as they have been in previous years.0 -
