cementing in a drain pipe?

We are having some work done under a disabled facilities grant which includes having the front garden re levelled to provide ramp access.

The drain pipe in the front garden used to go into a little gully and then travel along to the main drain.
the builders have raised the garden level with cement and now the bottom of the drainpipe in enclosed in the cement.
this doesn't seem right to me as I am not sure where to water is discharging to.
any advice?

    What sort of drain is this. Is it a sink drain or a rainwater drain? If the pipe has not been disturbed then presumably it will continue to drain as it did previously. The only thought that occurs to me is that, if it is a sink drain into a gully that is now covered up. There could be a problem if the gully ever gets blocked. In my experience, my gully has never blocked in over 30 years of use.The only problem that I ever had was with leaves. But even they did not block it.
    Have a word with the builders and see what they say.
    I can afford anything that I want.
    Just so long as I don't want much.

    i doubt they have actually sealed off the drainpipe with the cement.
    im sure they would have put a pipe in to the main drain outlet as it was before, and covered it over.

    judging by the standard of the rest of the work,that is what I am afraid of.

    They should have raised the gully top leval with the new concrete.
