Yes it can,
You really have to keep enough momentum going when travelling up hill to ensure the car almost coasts uphill in ideally 3rd gear.
If the speed drops you will end up doing 10mph at 2000 rpm in 1st and thats when you start going backwards.
Also you end up in a situation where 4x4 drivers, buses etc will attempt to pass as they realise the need for this inertia. I'm not saying they are correct in this but overly slow drivers do give rise to this situation.
The point about new tyres was brought home graphically to me recently. When we had the 1st heavy snow a month or so ago my drive wheel tyres were right down to the limit, very evenly worn so still legal, the mot came up so 2 new ones went on. Then it snowed again. The difference was marked, probably 25% increase in grip. They were the same michelins that were on previously,I like the thanks button, but ,please, an I agree button.
Will the grammar and spelling police respect I do make grammatical errors, and have carp spelling, no need to remind me.;)

These are not desirable situations to create on public roads and that includes four wheel skids.:D
Just saying that a 4 wheel skid is correctable but slow down and drive within sensible limits and it should not happen.Always get a Qualified opinion - My qualifications are that I am OLD and GRUMPY:p:p0
