Moneybookers as a card mule for Vanquis/Capitalone

I would want to use Vanquis/Capitalone CC to fund my Moneybookers [dot] com account and extract a synthetic cash advance of £500 from my Vanquis/Capitalone card. Now, I’m not sure whether Vanquis/Capitalone would consider the Moneybooker transaction as a cash advance or not. I’ve done the same thing with my Vanquis & Paypal account, it was considered as a normal payment (i.e., not a cash advance). The reason I’m interested in Moneybookers is because of their competitive fees of 1.9% Vs Paypal’s 3.4% +£0.20 whilst using a CC to fund their respective accounts.
So if anyone who has used a Vanquis/Capitalone CC with their Moneybookers account and have not incurred a cash advance fee could you please confirm the same here.
Also if you can suggest any other provider to get cash from credit card cheaply it would be great.
