I have cashed 4 Isas this year and reinvested in other savings. As I have not purchased an Isa for 2 years and do not have any at the moment, can I purchase 1 before April and 1 after April and if so how much?
Any help would be appreciated.

No.
You can invest in 1 before the 5th April for this financial year 2009/10. And you can invest in another after 6th April for next years allowance 2010/11. If as the title suggests you are over 60 you could invest £5,100 now and another £5,100 after 6th April (assuming you are talking about Cash ISA's here).

if you are over 50 years old you can put 5100 in an ISA this and subsequent years0

You can save £5,100 in to a cash ISA either side of the tax year end.
You can also invest £5,100 in to a stocks and shares ISA either side of the tax year end (or double if you don't use your cash ISA allowance).
