I do understand your point, though, so I made it clear to Quinn when seeking quotes what the situation would be. They quoted approx £40 more for her as the main driver, which is worth paying for her to build up her own NCD. (I wasn't transferring my NCD).

Be prepared to for Quinn to ask you for an extra premium of roughly the same as the original premium when she passes her test0 -
dacouch is correct. Some insurers will only charge a small AP for a 17 year old to drive on a parent's policy, because they see the risk as being only slightly increased as the 17 year old, whilst learning, is under constant supervision from an experienced driver.
The risk increases several hundred fold though when the 17 year old passes their test, because accident statistics show that the most claims come from this age group, particularly the males. I assume that it is because the newly qualified drivers think because they now have a full licence they are experienced drivers!
You may find that you are better insuring the third vehicle either under a family fleet policy, where the 17 year old is the nominated main driver of the third vehicle, and earns their own bonus. The alternative is to bite the bullet in the first year and pay the full premium for them in their own name.
At least when it comes to renewal there will be a fully entitled one year bonus, and a reduction for being a year older.
Always remember that cheapest now isn't necessarilly the best value when the circumstances change - e.g. when your 17 year passes the test! I would suggest you go back to Quinn and ask if there will be any additional premium to pay when the test is passed and what it will be. I would then use this figure as my guide to the true premium that will apply.

Our daughter passed her test on 4th May (3 months to the day from her 17th birthday), Someone mentioned Provisional Marmalade. I contacted them the other day but had already had a quote from I-Kube that is who they use,
I-Kube is a fully comp policy aimed at young divers BUT there are restrictions. The car will have a tracker added which omits a GPS signal & the car must not be driven between 11pm & 5am. Not a major issue as in an emergency it can be driven but you will be fined £45. I am currently with LV with a full protected no claims. My daughter cost £220 from Feb to me renewal date mid June & they haven't charged me a penny more now she is a full licence holder, We have been looking at different options this week. To insure my 2007 Fiesta 1.4 Ghia will cost approx £1260 with me as the named driver but not using my NCD on this vehicle. Probably our preference & for me to get a lease car. At least we know the history of my car & had many years of old heaps ourselves. We know the mileage is genuine at under 10000 etc & that nothing has gone wrong with it in the last 3 years. We know it has only been thrashed by ME.
To insure her on a Y reg fiesta 1.2 Freestyle will be £1122
a W reg micra 1.0 £1050 and
a v reg peugeot 106 £982.
All these figures are based on her doing the pass plus (which she will have 30 days to complete if insurance was taken out today. On the Micra the same figure without pass plus will be £1738. My daughter drives my car every day to school in rush hour I then take the wheel & drive to work. I collect her after she finishes work (5.60/6.30 or 7.30 dependant on overtime) so she has had experience in driving in all sorts of conditions since Feb. Not snow as we couldn't get the car out anyway but ice dark rush hour etc. She had her 1st road rage incident after 2 months at a roundabout with a white van driver (she was the one already on the roundabout) where he zoomed out in front of her from a junction. The woman behind me was so incensed she said if he had got out of his van she would have got out of her car too, She was fuming BUT things like that happen every day it is good to be aware what utter idiots some road users are. The I-Kube quotes were coming in cheaper than some companies like Quinn (who are in administration) @ £3000 Third Party Fire & Theft0
