The cost of cheap travel insurance?

I found some really cheap travel insurance (says it's FSA regulated) but was wondering why it's so cheap (£21 for both of us for a week in the caribbean) and is it going to cause us any problems?

We have paid £18 for two weeks in Majorca for 6 of us with the Money supermarket, we could have got it much less, but we wanted to make sure we had a better policy, just check you have enough baggage cover/cancellation cover etc..Read all the small print....you should be fine.
Last year we paid just £15 for us all for annual cover, seemed pretty comprehensive cover too, so I don't think your price is worryingly low.
