Xampp + wordpress + ioncube

Hey chaps,
I've set up wordpress locally to test/set up the site before uploading it. I've used Xampp to set up the local server. Everything works perfect, functions + plugins all great.... however
I've tried installing another plugin which requires ioncube. I have downloaded the ioncube loader... read the instruction's but don't understand it
It says:
my directory set up is:
\xampp\htdocs\wordpress-site
What is "yourPMDfolder"?
Secondly, it says to edit the php.ini file in the apache\bin folder - there's no php.ini file in mine!
I've edited the above php.ini - but as stated... it doesn't work.

yourPMDfolder is part of PhpMyDirectory so you should install your ioncube binaries in the directory you have put PhpMyDirectory source code.
After making a change to your PHP you need to restart your web server (apache). You can do this from the Start->Program Files->Apache or whatever the installer for your XAMPP is.0 -
