Can I make offers?

Hi,
We had an offer made on our house that we are selling, but that person has not yet sold their house, so our agent has said that we accept their offer subject to them selling their own house. In the meantime our house is still on the market incase someone in a better position to move comes along.
I wonder if I would be wasting my time looking at properties to buy and potentially making an offer on one? Although in theory when an agent asks me, I can say 'yes I have a buyer!', it doesn't necessarily mean I can proceed, as my buyer does not yet have a buyer!
Is it the norm for the chain below to be complete before I could start seriously looking/offering on houses? Or would it be reasonable for me to make offers in my position?
