letter from roxborough. any advice??

hi, im a newbie here and and recently being hunted by roxborough.
a couple of days ago my neighbour passed me a letter with my name on but her address. after opening this letter i noticed it was from roxborough who claimed i owe 3g monies and that the debt had been passed on as they could not get in contact with me. now......
i had a phone with 3g in 2003. i lost it in 2004 on a nite out and reported it to police who gave me a crime number. also reported to 3g who barred the phone. i had insurance with 3g so i asked to claim on my insurance as i had crime number, to which i was told yes but i have to pay £25 first ,then wait 7-10 days to see if claim was accepted, if accepted then a handset would be sent out within a further 7-10 days! if claim not accepted i would be able to purchase a handst at a reduced rate from them. i needed my phone for calls for work so asked if they could do it ,but they said they needed immediate payment of the £25 pound before anything could be done. they could not add this to my bill.
i couldnt do anything financially at that time as i was looking for work and waiting pay ,so i asked them if they could send me just the sim card so i could borrow a fone and use it temporarily as i needed my number for work, at which they said they couldnt as the sims are registered to phones and wont work in other phones.!
so basically they want me to pay them to action a claim that may not be granted and have no service while they decide, and pay for that privelege too!!
after going on and on over the same things i refused to pay them anything else as i was disgusted with the whole service including the amout of times i had no service displayed on the phone.
i ended up getting another sim from another provider so i could get work calls and having many calls to 3 regarding the whole situation. i agreed to pay any outstanding data charge but i refused to pay them any line rental until i received at least a sim so i actually had a service to pay for( as i found out that the 3g sim would work in another phone just not on 3g network but would work 2g for calls,txt, etc).
i gave them my new number and was awaiting them to call me back as i was always calling them and they never got back to me.
the last bill i had from them as i remember, i paid them the monies that i had gone over on my plan limit but not the line rental , and the last conversation i had with them i stated that i was not going to pay them line rental for a month when it takes a month to sort a claim, and i would not be paying for a line i have not got! maybe i was wrong for being like this but i thought the whole set up was terrible after all the hassle i had.
i heard nothing else from them!!!
but... now all of a sudden a letter from a debt collector to the wrong address???
saying 3g have failed to get in contact me ,when i have lived in the same place, had several phones, vote, etc, etc!!
any ides on what i should/could do?

3 sims will work in any 3 phone.0 -
The debt collector is unlikely to have put on your neighbours address by mistake, its all done by computer now adays, copy paste. So i would be tempted to lodge a complaint with the DCA over breach of OFT guidelines

With regards to the actual debt, what should have happened. Firstly a SIM card can work in any phone that is either SIM locked to that network, or is an unlocked phone. Anyhow, with the new SIM in hand, you could carry on using your phone contract. If three refused to send out a new sim card you would have room for complaint that a service was not being delivered as such you would not pay for it, if three complaints did not deal with this, then you should address your complaint to their governing body, OFTEL. They will then decide on the matter.Although no trees were harmed during the creation of this post, a large number of electrons were greatly inconvenienced.
