USB into the sound card? Are you sure these are USB speakers?
The sound card will generally have a 3.5mm stereo jack socket. Do you plug into that, or do they plug into a USB socket?0 -
sry i mean powered by usb and the wire from the speakers plugs into 3.5mm stereo jack socket0

That's likely to be due to poorly shielded components inside your PC. I had the same problem till I upgraded my motherboard (there's still noise, but it's much less noticible).
I was thinking of getting the Audio Xonar Essence soundcard, which has a very good signal-to-noise ratio and EMI shielding. Might be worth considering:

If you have a separate (not onboard) soundcard, you may be able to add some EMI shielding yourself:

you dont have a microphone connected by any chance?Don't try to teach a pig to sing - it wastes your time and annoys the pig0

Oh, and have you gone into the sound card settings and muted any sources/lines that you aren't using? The noise on my PC was terrible when I had everything un-muted.0
