Paypal payment on hold for 21 days

I've set up a new ebay account to sell some of my babies clothes and listed that I accept paypal using my old paypal account i've used for about 5 years. People have paid and paypal keep holding the payment for 21 days or until the buyer leaves feedback. How long will this keep going on for how do I get this lifted. thanks

Who is Subjected to the 21 Day Payment Hold?
The Paypal 21-Day Hold only happens on eBay sales because Paypal Buyer Protection is only valid on eBay purchases. Remember, the only reason this policy exists is to benefit Paypal. They don’t want to refund buyers out of their own pocket. In order to guarantee the funds are available to refund, Paypal limits the seller’s ability to withdraw the money.
According to Paypal, they hold payments for sellers who meet any of the following conditions:- You have been an eBay member for less than 6 months, and you sell an item for more than $100, or
- You have an eBay feedback score of less than 100, and you sell an item for more than $100, or
- You have a Buyer dissatisfaction percentage** 5% or greater than 5%, or
- You have an average Detailed Seller Rating (DSR) of less than 4.5, or
- You have received fewer than 20 Detailed Seller Ratings in the last 12 months, or
- You are listing your item in a high-risk category such as gift certificates, video games, cell phones, computers or consumer electronics.
- You have been an eBay member for 6-months or more, and
- Your total Feedback score is 100 or greater, and
- Your Buyer dissatisfaction percentage** is less than 5%.
- Your average DSR is 4.5 or greater and
- Your have received 20 or more DSRs in the last 12-months
- Your buyer dissatisfaction percentage is less than 5%
Like with Selling Limits, Paypal holds payments based on each individual UserID. This means that if you create a new UserID you will be subjected to the Paypal 21 Day Hold as though you have no selling history with eBay. You could have an account with a feedback score of 10,000 with 100% positive feedback, but if you open new UserID you will still have Paypal holds on that new UserID.My TV is broken!

I'm afraid that's not true. People selling ex eBay are having the same 21-day hold slapped on them. I sell knitting patterns, either as downloads through Ravelry, or as emailed pdfs on Etsy. I therefore have no postal tracking number to release the hold, and would have to wait the full 21 days. It's outrageous.0 -

I'm guessing that was a copy and paste job from Paypal, not directly from Fay herself.0 -

Paypal do holds on non ebay sales on the whole account when they deem the transactions risky. As you are selling virtual items (so cant get proof of delivery) my guess is this is why this happens to you. Its all in the user agreement. I would phone them to clarify the reasons why and see if there is a way you can stop this

Paypal is the only payment method available to UK sellers on Etsy.
This hold is happening to everyone, not just those selling high-risk items (and pattern pdfs aren't regarded as high risk anyway) or those with poor records. If it hasn't happened to you yet, it will. Google to read the horror stories of those whose honest and unblemished businesses have been wiped out as a result.0 -

Paypal is not the only payment method a seller can offer on ebay in most categories, however it is the most commonly used by buyers and a seller cannot refuse it if buyer wants to use it. I can't comment on etsy as I don't use it but if they insist on paypal then it is up to them. I wasn't aware that paypal routinely held paypal payments for 21 days if a seller sells on etsy.
As for the hold, on ebay it does only apply to certain users and certain categories, ebay won't give the formula for how they decide. It does not happen to everyone and even if it does ever happen to me I can't really see the problem as I get my money once buyer has left feedback or after 21 days anyway. Again I can't comment on etsy.
It was the buyers who wanted better protection, and this hold gives it to them. As of March 2010, all new sellers on eBay are subject to the 21 day hold. This applies for their first 90 days of selling while they "build up a reputation as a trusted member of the eBay selling community" (quote from eBay).
Holds for off-eBay transactions have been happening since at least December 2009. Criteria for triggering a hold include (but are not limited to)- how long you’ve been in business,
- number of disputes/claims raised against you,
- negative feedback,
- high priced items,
- risky categories (mobile phones and tickets were mentioned specifically),
- sudden changes in selling activity such as a shift in prices or inventory.

I had all my transactions held for 21 days, which is annoying. But after a bulk of possitive feedback and presumably good DSR's my funds on hold limit has been removed.
I think it was due to me selling some computer/laptop bits, which they deem to be high risk...0
