Economy 10 - Is it right for me?

I moved into a new property last year which is on an Economy 10 with Southern Electric, the radiators are not storage and can be individually adjusted for their heating level. I havent found it very economical as the cheap rate is not when I need it, i.e. 12-5am, 1-4pm and 8-10pm, the evening period is fine but as its not storage I do not have it on at night but 7-8am in the morning and then switch it on between 6-7pm at night until 10pm.
My question is I have it timed to come on 2-4pm hoping it will warm the house before I come home but am I wasting my money as it's cold by 6pm? Further to this is this tariff not any good for me or am I just not using it properly? The water is heated during the night time period.
I'm no expert on heating systems so please excuse my ignorance.

If changing the heating system is out of the question, then perhaps increasing your insulation is an option? If the house is getting cold in the 2 hours from 4 pm to 6pm, then that suggests the insulation needs to be looked at?0
