East Acton Zone 3 Overcharging

Last Monday 9 February 2010 I exited and later re-entered the tube at East Acton. I was charged at a zone 3 rate. TFL agreed that East Acton should be zone 2 but was (and maybe still is) incorrectly tagged as being zone 3 on the Oyster system. TFL have agreed to refund to me the overcharge.
They have not yet agreed to refund the £1.32p the call cost me - 22 minutes in total listening to ring tone before speaking to an agent. Why don't they provide the service on a normal number? Is it because they earn money by using 0845 numbers in the form of outpayments made to them by their network provider?
When did East Acton get tagged as zone 3? When did the problem get corrected? How many people have been over charged for how long? Will TFL automatically refund peple on their cards or just wait for individual complaints - people who have put up with the 20 minute wait on the phone?
If you are East Acton user it would be worth checking your Oyster usage fr the last couple of weeks.
