Had similar problem with Coop.
I am reporting them to the obundsam for violation of DD terms and switching bank (after over 10 years with them).

Update: I received a telephone apology today from the bank and they agreed with the content of my letter. They will be reviewing direct debit refund procedures with the branch concerned and have spoken to the telephone operator in customer services who wrongly advised refund cannot be actioned by telephone . It pays to complain.

The OP complained and got the outcome they desired, that's all that matters.
