will electric under floor heating actually heat the bathroom?

hi everyone complete and utter newbie to the forum and to ufh and am redoing my bathroom - my first major renovation.
Its a small but long and tall bathroom (in a tenement flat in Glasgow). we are trying to make it as big as possible so would be great to loose the radiators and avoid a heated towel rail so as to increase the space.
we are tiling the floor on top of 12mm ply. floor space is under 2m square.
will electric underfloor heating be enough to actually heat the room? remember this is Scotland or is it just going to make the tiles nice and warm.
last question: will we need to insulate on top of the ply or is that enough insulation?

It will heat the room very well however its very expensive and slow to respond. SO it can be 3 hours before the tiles start getting warm and then your room start to warm up.

Yes can be used to heat the room.You would need to install insulation board to keep the heat from dispersing into the floor below, As a suggestion remove the existing floor and replace with 25mm plywood then insulate, Saves having a large step into the room. If you use insulation board then you can use 150w mat, directly onto timber you can use only 100w mat per sqmHi, we’ve had to remove your signature. My builder is suggesting that putting electric under floor heating onto 12mm ply will be sufficient but I had my reservations to begin with.

I've got electric under tile heating and it heats the tiles but not the room to the extent that I'd loose a radiator.
I have been in a barn conversion that had a full wet UFH system and that was fantastic, if I ever have the chance in the future thats the way I'd go.0
