Brother In Navy - Post Still Registered To My House - Help

Hi everyone.
I just wondered if this was a normal thing for young lads to still have their post sent 'home' when theya re in the navy? Do they not get given an address for banks etc to send their statements?
I'm only asking really because my brother has effectively moved out and is living with his girlfriend. They can't use where they are as a permenant address because its a brewery and she could be transferred to any pub at any time.
I was really only asking because the fact he is still 'registered' here with his post is stopping me & my partner claiming council tax benefit because they are taking his wages into account, even though he doesn't pay me a penny and has nothing here anymore.
I also found out recently that a dog they ahve bought for the pub (for her protection apparantly!) the insurance has been registered to where I live! I'm getting a bit bothered by all this now & wondering if this will affect us in the future for other benefits aswell?
Please can someone advise on the postal system for the navy as all I seem to get is excuses from my brother as to why this address has to be his postal one.
Thanks in advance.

Load of rubbish. Any forces base in the UK can be used as his postal address, I'm 99% certain on that (I'm sure someone will correct me if I'm wrong). Tell him to get his own life and stop routing mail back to yours!Per Ardua Ad Astra0

OK...i will correct you.
If you are shoreside you use your base address. Its so different for the navy though.
If you are sea going, noone ever uses their ship address as mail may take months to reach you.
If i was the OP, i would tell hom to use the brewery address and change it as and when he needs to.0 -
couldnt you suggest he uses something like keepsafe or poste restante instead? If its affecting your life then you really need to sort it out, tell him to have it redirected to the girlfriends and if she moves, get a redirect on. Its really not your problem im sure if hes old enough to join the forces hes old enough to sort out his mail!0

Thanks for your replies everyone. I thought I was being the big bad sister! He is 25 years old and has been in the navy since he was 18. He has never rented his own place so is really in the clouds when it comes to fending for himself.
I have tried suggesting using the brewery (current pub of the girlfriend) address as a postal address, but all I get is the excuse that this could change at any time. My guess is that he doesn't want address changes on this credit file as this might affect him for credit?
Another problem I have is the constant phonecalls from his credit cards/banks - I always ask them to take the landline number off their records so now he gets even more letters lol!
He is shoreside until May and then he's looking at going on a long deployment....do you think I should suggest he changes his address to this pub (or even his girlfriend's mother's house where all her post appears to be going)??
What really gets my goat is he's renting a room with her in my hometown aswell, basically just used for storage now since she got this pub an hour away. Why the hell can't his post go there????
(sorry, ranting a bit now, I moved out at 18 and have stood on my own 2 feet since then and it angers me why he can't get a grip lol)
(edit: the reason his post is going to my house is because me & my partner are renting it from my mother and this was his childhood home so he has never changed the address)0 -
Send it all back marked "not known at this address" - he'll soon learn0
-
Use his normal address if he is overseas or at Sea use BFPO ships0
