Cheap international calls via landline access number from Europe

Hello.

I was wondering if anyone knew any companies similar to Telediscount, Telestomp, bestminute etc, that allow you to make cheap international calls simply by dialling the pre-assigned access number and without the need for a chargecard or credit/debit card that operate in any of the EU countries? Also, it'd be better if the access numbers are standard landline access numbers instead of premium numbers (eg 0900 in the Netherlands, etc).

I've had a look, but as I'm currently in the UK, I'm having difficulty actually getting search results that aren't UK based. Even going to say google.nl makes no difference as I still get rubbish about international schools, anti-americanism and vietnameese independence revolts toname but a few!
