I think they must send out those letters on a selective basis, as I've had more than 3 promotional MBNA periods (on different cards) and never had such a letter.0

They get sent out to every promotion ending customer.

I think that is wishful thinking. I was told by them that they DO NOT send a letter in advance, are NOT required to send a reminder (unless they have it in the T&C's, which they haven't.).
I think you are getting confused with 'introductory rates or offers'. They tend to write to you with cheques, etc, then. I have been a customer for a many years. Brand New Customer Only springs to mind.
So, as they confirmed, no warnings, no letters, nada. Just a message on the statement saying that the estimated interest will be ... whatever. But by that time the interest is clocking up.
Good news is they have now given me half the interest as a show of good faith, so fair do's. It has been written off to experience. Thanks all.0 -

Yeh I thought it was part of the banking code too.. I know that the last credit card I had warned me the previous month. But yes i agree you do have to be careful..0
