Hi,
My sister in law will be coming to UK for a period of time, one of the first things she will need a bank account. I now that many banks ask for a bill or other document as a proof of address.... I found on the Internet that HSBC do a Passport bank account for this situations ... but they charge you £6/ month for the first year or £60 if you pay up front, which I think it's quite a lot ...

Open an account with Barclays. They are lenient towards foreigners. According to the brochure I have here, people that have been in the UK for less than 3 months, they could produce foreign addresses documentation (i.e. utility bills or bank statements, instead of UK addresses.
Ask your sister-in-law to bring these documents, along with her passport.0 -

The Halifax/Bank Of Scotland Easycash account allows you to just use a valid passport as id, so your sister wouldn't have to provide any address verification.
It's a basic account with just a visa electron card, we get alot of people just in the country coming into the branch to open these accounts. she can also do the application onlineI work for HBOS and nothing I say or post reflects the views of HBOS0 -
Alternatively she could ask home bank if they can make any arrangements for her.0
