seriously, Maybe you could try the rubber non slip stuff designed for putting under rugs. I think it's available from most DIY stores.

For our rugs we use anti-slip fleece which is available in most carpet shops. You can also get an underlay-fleece which helps add weight to rug to reduce rucking and of course to stop slipping.
An example of the fleece:

we bought the stuff from Ikea to go under our rugs - seems a bit cheaper than diy stores and carpet shops, but has worked really well.0

thanks everyone for those ideas.slipsolutions.co.uk has quite a few different products.
for now, quess what, i have used a wide double sided sticky tape all round the rug, and it is doing ok for now.
i still might have to resort to something from slipsolutions, but i'll stick with this for now, eh, get it,stick with this.0 -
i'm back, the blue peter moment with the sticky backed tape has ended.the rug is ever so slightly moving and now you can see the rolled up tape underneath it.
so its back to the drawing board, well maybe slipsolutions to sort out the problem.0 -
