Unpaid postage

I received a parcel this morning with the following sticker on. According to the sticker I owe £2.02. But my understanding was when this happens you received a card which you could put the necessary amount in stamps on, post the card and then get your parcel delivered. However no card was received and now I have my parcel already I don't see any need to pay the balance.
What I want to know, is if my understanding of the process is correct and has this just been delivered by accident instead of a card, or do they deliver it now and somehow invoice or keep on record the debt for the delivery address? If this is the case how do I pay the balance, do I need to go to the post office?

Thanks for your help!

throw away the packaging and deny all knowledge!People seem not to see that their opinion of the world is also a confession of character.
