Unpaid postage

I received a parcel this morning with the following sticker on. According to the sticker I owe £2.02. But my understanding was when this happens you received a card which you could put the necessary amount in stamps on, post the card and then get your parcel delivered. However no card was received and now I have my parcel already I don't see any need to pay the balance. :p

What I want to know, is if my understanding of the process is correct and has this just been delivered by accident instead of a card, or do they deliver it now and somehow invoice or keep on record the debt for the delivery address? If this is the case how do I pay the balance, do I need to go to the post office?
