check you got same type of meter (imperical/metric) that you had previously and they are charging accordingly....Read out ft3 or M3 on bill and check that it's the same thing you have got on the meter and they are not miscalculating KWH0

There has been some excellent advice given to you so far and I would like to highlight the areas I would concentrate on:
1. You state that you are using as much electricity at night as you are during the day. This makes sense as you mention using 2 convection heaters. If your convection heaters are 2kW heaters and these are used for 4 hours a day, this would record 16 kWh of electricity per day alone. Take that over a period of 1 quarter and this could amount to 1344 kWh all being charges at the higher day rate.
2. Are your storage heaters charging at the correct times? (7 hours between 12am and 8am).
3. If your electricity meter is recording accurately, then there are really only two areas to look at: consumption and unit rate. If your electricity unit rate has not changes when you compare this latest quarter with last years quarter, then we must consentrate on the consumption and what has been used differently this year compared with last year. Creating a consumption table is a great way to highlight when there has been major changes. You will be able to do this if you have a large number of accurate meter readings and you know the dates for each reading. If you would like me to create the consumption table for you then contact me with your relevant details.
4. If your unit rate is the same as last year, and you are 100% confident that the electricity has been used exactly that same as last year (even though this last quarter has been far colder than last year) you can pay to have your meter tested for accuracy. If your meter is recording within the paraments of 2.5% slow and 3.5% fast then there is no fault. If your meter is recording outside of these paraments then it is faulty and will be replaced. Your account will be adjusted based on the percentage error (if fast) and you will be given back your payment for the test.
