Hi you have found a listing that is best described as rubbish but keyword spamming only applies to the items title as this is what ebays search engine uses to find listings.
Ebays search engine by default ignores the description so there is nothing wrong with the listing apart from it hurting my eyes when I look at it, and it not managing to sell much.

Yes you are right, but if you go to "advanced search" you can opt to search in the item description as well.

So the seller obviously knew what he was doing.

Not many people bother with this and leave the search as default that is why keyword spamming is only relavant by title.
Also if you do start using advanced search and start looking for items by description you end up with a very long list that is totally useless to you.
Lets face it the search engine on ebay is as rubbish as this listing is when you tamper with it and change the default settings it gets even worse.

Well, it's my job.

I rely on most people not searching this way, so if a seller doesn't put the right keywords in the title then we get bargain prices.

It's a pain, but if you set up regular searches and exclude the people who only list stuff that is not relevent it gets easier.
