reclaiming charges dodgy phonecall?

i have just had a call from a company telling me i have been selected and they will reclaim all my bank charges for the last 12 years for a one off fee of 59.99!
i struggled to understand them as they were obviously outsourced phone calls and didnt get the name of the company due to the language barrier. i never gave any details obviously but they were quite pushy in wanting to send me a claim form and fill in all my details. i ended up putting the phone down on them after many attempts to tell them i wasnt interested.
i am not sure if this is a scam or not but just wanted to warn people

hi get a phone call around 2pm looking £60 to get me £500 to £800 . They call then (1st call financial services ) !0
