I would have thought that you could use nitro mores  we use it on wood.

Hang on let me go see if we have a tub I can check :)

Yep it says you can use it on metal.

I think our 1ltr tub cost about £3 from wilkos, just use a paint brush to paint it on then it will dissolve the paint and then scrape off.

Be warned though, make sure you use gloves, its a high irritant.

And ...wash it off well before you re-paint.

Personally I'd just scrape / prime any loose stuff - then repaint the whole. You'll probably get as pleasing a finish as spending hours getting down to bare metal.

You could use a hot air gun or wire brush off loose paint/rust - drill attachment makes this easier - then paint with Hammerite (designed for this sort of job)

Wire brush, preferably as an attachment to a drill or angle grinder AND EYE PROTECTION.

I have just painted mine using metal paint that is specifically intended to cover rust and flaky bits. Look ok, bit patchy where the gaps where - but who is going to look that closely? For half an hours effort they look tons better.

I would use a blow torch and a stiff wire mesh brush.
