If you have a Ford, and use the Ford steel wheel as an option instead of buying a new set of alloys, then that would not be a modification, because otherwise, every time I used the spare wheel it would be counted as a modification.
A modification is when you use a non standard. non original equipment part, such as aftermarket alloys or a big boy exhaust, air filter, uprated suspension. As long as you keep to the advised tyre and rim size in the handbook, you should be OK.0
