Rented Property - still not clean, no inventory

My son is renting a property from 30 June (property had been empty for 3 weeks before he moved in). When he looked at it, he was told cleaners would go in a few days before he moved in. Unfortunately, cleaners did not turn up. After many conversations with letting agent, cleaner came in end of last week and did some cleaning, not all, kitchen has still not been cleaned. Kitchen needs more than normal household cleaners to clean cupboards, worktops etc.
Also in his contract it talks about an inventory. He has been asking for a copy of this since he agreed to have the house, but is still waiting. He is also still waiting for garage keys (previous tenants still have them as their deposit has not yet been returned). Is there anything else he can do apart from keep phoning agent?

in view of all the other threads on here re un-returned deposits, i would think ahead here, and i should write a really nice letter, explaining the lack of cleaning and detailing EXACTLY all the dirt and ask for this cleaning to be done as soon as possible. This will act as an "inventory" should there be any problems at the end of the tenancy. Photos will help (if they are dated). Just keep writing for the garage keys, what else can you do ? Put everything in writing. Good luck0

He could create his own inventory just to clarify the condition of the property in his own mind.
However, it is to his advantage if there is no inventory. The LL will not be able to take any money from his deposit if they do not provide an inventory at the start of the AST agreement, as they have no proof of anything.0 -
I echo the previous 2 posts.
Create your own inventory and use digital dated photos to ave until end of tenancy. Basically without an iventory the Landlord shoudn't make deductions for dilapidations (that won't stop some trying though) and this way you have comparative evidence if you do the same at the end of tenancy.
Regarding the garage keys make the request in writing giving a time limit and sending the letter recorded delivery as your record it has been raised. There is no proof you have asked for it otherwise.0 -
Thanks to all of above. Will get a letter in the post, recorded delivery, otherwise I have no proof of the daily phone calls, sometimes even more than once. Have taken some photos of the disgustingly filthy bathroom and some carpet stains on the day my son moved in, but will get him to take some more.0
