Even if that was the case, she should not have driven out without continually checking before committing herself.
Obviously neither you or your Dil have a clue. I would suggest that you take some advice from an ADI or an IAM Member on the matter if you need confirmation, you obviously would both benefit.

I would 100% not have emerged in to the path of the vehicle on the main road, whatever his alleged speed was. ( nor would any safe driver I suspect )
Edging gradually forward until a clear view was achievable, before committing to proceed.0 -

But, you edge out & see the road is clear, you commit to the turn & then notice the other (previously impossible to see) vehicle after he has pulled out to o/take the parked cars.... what then?Always try to be at least half the person your dog thinks you are!0 -

Come on, we all have to deal with these types of situations on a daily basis, you do not commit, until you are 100% sure it is safe to proceed.
I certainly would not have ended up in the situation that the OP's DiL did, nor I suspect would the overwhelming majority of competent drivers.0 -

DiL had to put the nose of her volvo estate out into the road to get out far enough to see up the hill.
She crawled out till she could see up the road, watching for cars all the time. As soon as she had a clear view by leaning forward she stopped and looked both ways TWICE.
THE ROAD WAS CLEAR OF OTHER CARS. So she started to pull out whilst continuing to look. She saw the other car as it over took a parked car near the Victoria st. turning. As she had already started to pull out she continued, then realised the car was going fast, so put her foot down to complete the moneuver.
Victoria St. is over 400 foot away, the hill isn't very steep, She had already started turning before he was there. You are trying to tell me he couldn't have stopped.
Oh and thank you for your advice re: ADI & IAM. I have driven constantly for over 35 years without an accident. That includes daily motoway, national speed limit and town driving. I'll just put my car away now in case I am pulling out of a CLEAR junction and a speeding car decides to crash into me. :mad:

Dress it up however you like, your Dil was the major cause of the accident, I know that isn't what you want to hear, but it is fact.
He should never have needed to stop, your Dil was emerging over a Give Way line in the path of a vehicle on he main road.
No point in continually coming back here, it will not change anything, do as I suggested earlier, ask an ADI or a Member of the IAM their opinion on the matter, it will be the same as mine.0 -

But you can't do anymore than edge out & look, if the road is clear then you will carry on!
If another vehicle, travelling at 30mph, pulls out to o/take the parked cars then it shouldn't be a problem for either driver... there's more than enough distance to avoid an accident easily!
Either the OP's account of the incident is wrong or the guy on Chapel Hill was speeding... there is no other explanation!Always try to be at least half the person your dog thinks you are!0
