Photoshop Elements buying used?

I was thinking of buying photoshop elements 7 from an amazon seller and some of them are used.
Is it ok to buy these because dont you have to register with adobe and there could be a problem regarding its licence has already been used?

Oh, yes, Registration would be required after 30 days. You would need to ring after this and explain you have a new machine, then you might be ok. Elements is only about £70 I think what's the offer price?0

Photoshop Elements 8 can be had for £57, and Photoshop Elements 7 for £39, both new from Amazon.
Not a lot of money for a great application.0
