Quick q about hot water cylinder size

Hi
Need a new jacket for our hot water cylinder as the insulation is coming out of the old existing one and MIL is having a real irrational issue with the "asbestos" in our airing cupboard. :wall: Anything for an easy life...
Have found plenty of suppliers but... how do you measure the cylinder? It's definitely 18"/45cm diameter, but do you measure the height straight up and down, or "around the dome"?

Cheaper than getting an asbestos surveyor in...
