Which is better Social Homebuy or New Build Homebuy?
Council flats are ok to live and therefore some may like SH, but HA NBH could be better, as they flats are new and more space for the family.
(i know succession applies only once with renting from council, not sure with SH?)
Is NBH better according to the terms of living (i.e.) if parents pass away, could the children live there, as long as they pay the rent?

buying a whole house is better still.
Complain to your MP about high house prices and rents. If they're not too busy feathering their own BTL portfolios and mutliple properties they may reply.
Anything that cons you into buying less than 100% of a house is a bad thing imo.0
