Why is the Chinese Government Telling their Citizens to buy gold and silver?

China is ENCOURAGING its citizens to buy gold. The government is even producing educational television programs on the subject...

Why ?
1. They think it's a good investment-and they are correct
2. They think it's a good investment-and they are wrong
3. They know something we don't
4. They don't know something we don't
5. They want all their citizens to get extremely rich
6. They want all their citizens to stay poor
7. They want the price ramped so they can dump their reserves
8. Peter Mandelson has asked them to ramp the price, so he can keep reminding Gordon that he sold at the bottom, and hopefully the stress will make him commit suicide, and then Mandelson can be PM
