    OK, here is your answer. NO they are not legal. They have not been properly licensed by the relevant software companies so they are illegal boot medias. You should not download them. If you are worried about the legality of it don't use it simple.

    Hirens website has download links to the program

    Alternatively since your paranoid about legality. Download Knoppix, it's 100% freeware as it's Open Source linux then use that to format your HDD.

  • I prefer to use sysresccd i have it on a 1 gb stick and cd it is quick to load and has firefox and gparted and if you wish you can tailor it for other stuff too. My biggest drawback is the support of wifi but hey the lappy can be carried to the router for wired ethernet.

    That's what page I'm used to seeing, without checking whois I found another Hiren.net which does have a download link but not sure if it's the same person

    I've got about 6 boot CD's which all come in useful, I usually stick with Hiren though, I hate BartPE's boot loader, takes forever. I need to custom build it a bit more

    You could have fixed that by using the Command Line through Windows Recovery Environment by using your Windows 7 DVD quite easily.

    I have windows 32 bit OEM. Can I use the Command Line in it and what do I type into it?

    Have you wiped the recovery partition?

    If you have the W7 DVD, just reinstall
