I don't think you get this from your supplier, I think this goes through your household insurance?
It's BOUGHT (to Buy), not BROUGHT (to bring) AND you cannot be frauded, only DEfrauded.

Please do not buy animals from a pet store. Visit your local sanctuary or centre and give a good home to an unloved or abandoned animal.

If your food in a freezer went soft and was ruined in the time frame you state(7 hours max) I would think you have a problem with your freezer; unless you kept the door open!

There is no ice in a freezer, the frozen food itself should stay frozen for at least 24 hours.

Anyway I think Smartie is correct and it is covered by your household insurance and the electricity company are not liable.
