Storage heaters v convector heaters

I need some advise from those in the know...
I am about to move in with my boyfriend, problem is last year his house was freezing, as if it had no heating at all! I am a cold morsal at the best of times so we want to get the heating sorted out before the winter.
He currently has night storage heaters on Economy 7, he wan't using these correctly as he only turned them on when he was in that room which defeats the object of the E7 rate!! But in his small 2 bedroom house he has 4 heaters plus the one in the bathroom, only 1 works downstairs and the main bedroom one is also broken so we do need to get a new system but do we stick with Night storage or go for wall mounted convector heaters, I've also heard about electric central heating but think this will be too expensive to install.
So first off can anyone advise which will be cheaper to install? Which will be cheaper to run? And which will be warmer??!!
He also doesn't have double glazing which doesn't help!
Any help would be greatly appreciated.

Wall mounted convector heaters are cheap to install but are the most expensive way to heat a house you can get as they use electricity at day rates which is 9-12 pence a unit(kWh) depending on your E7 tariff.
Modern storage heaters, properly used, are a lot cheaper to run but obviously cost more to install. Depending again on your E7 tariff they cost from 2-4p a unit.
You should also ensure that your immersion heater switches on during the E7 period.0 -
