Woodburner, HETAS Certificate/council

I have installed a woodburning stove to my house by following the guide lines to the letter. I now trying to contact the council to have the work certified by their planning department so that I can have the little HETAS plate to put next to my boiler/meter etc. After numerous emails and calls to my local council I keep getting told they are very busy at the moment and are not able to fit me in basically.
Now... The wall where the chimney runs up is very damp (due to leaking roof) I want to get the stove lit to help dry out the wall as this is slowing down my renovation work. (cannot re-plaster, rebuild staircase)
Am I allowed to light the stove while they are messing me about?

Have you made sure you have tested it properly before they come back to you?.;)

Did they inspect it before you lined? They are suppose to come out before and then back afterwards to give you a certificate. You need building regs, not planning - unless its also a listed building?

I cant get hold of them to come round thats the problem, I get no replies to emails, phone call ends up in "we cant get anyone round in the near future"
Its holding me up so I completed the installation and now want it approved but still got no joy in getting a response.

Erm, we are both winking when we asked if you "tested" it?? Nudge, nudge. You need to "test" it to make sure its working properly dont you.0

Have you filled in the relevant forms and submitted them to building control?
Without this it is unlikely they will come out.
Most councils I deal with come out within 48hrs of a request once the application has been received.0 -
I have no idea what forms to fill in, everytime I contact the council they dont have the time of day for me. Anyone have an idea what for it is?0
