BT keeping my money

Does anyone know the best way of getting BT to settle their debts? I've been owed the credit amount on my last BT bill (£25ish) since I moved to a new provider 15 months ago. I've made numerous calls and am always told they'll send a cheque. Last time I was told it would take a month to arrive, needless to say two months on and no cheque. I've emailed them to complain. I'm sure they don't accept waiting 15 months to recieve the money they're due!
