Close bank account by letter?

Hi all,
About two months ago I went to my local RBS branch to close an account that they had opened by mistake. I only found out about the error because of a statement I got. Anyway, I went to the branch, explained the problem and asked to close the account. They said they closed it, but I received my quarterly statement a week ago - the account is open according to the statement.
I'm now wondering if it is possible to close a bank account over the phone or by letter? I've searched the web and found a few templates but just wondering if its possible and if it is, how long does it take?

i had a savings account and closed it 10 years ago, i still get statements on it . . . . . .. ..0

I recently closed a bunch of savings accounts (due to the near 0% rates they were earning). I did this by writing a simple 1 line letter to the branch where each account was based.
Within a week or two I got sent a final statement "CLOSING BALANCE - £0.00".
Try something like this:
"Please kindly close the account listed below as I no longer require it."0
