I would still then contact the FOS and ask is there anyway they can help, if they cannot and your still not satisfied with the result from BH, maybe you could ask the FOS if its worth taking this up with the insurer instead.

Another thing you could do if you want to is ring the FLA just to ask if they would be able to help, if not then I know its a tricky one here, but maybe you could write back to BH and say (if you are happy with the amount) and request that they refund the amount back to you.

You could say, you are prepared to accept the amount, but only if they are prepared to refund this directly to you.

Maybe someone will have some other ideas and suggestions on this for you, I do hope something sorts out with this one.

If I remember correctly, they did not do anything to help me, but maybe it will be different now.
