Time limit on filing paypal/ebay claims?

Anyone now how long a buyer has to open a paypal item not recieved dispute?
Seem to remember reading on here it was 45 days?
Am I right in assumming if that's the case after 45 days paypal will do nothing.
But how about ebays buyer protection time limit? If it's longer can buyer then revert to chasing claim through them?

    Paypal - you must file a dispute within 45 days of the payment. Ebay 10-60 days. So, yes, even after the 45 days the buyer may still make a claim via ebay. However, if the buyer has already made a claim via paypal, and it has been disallowed, I do not think that the sytem will allow the buyer to make another claim through ebay, although I'm not sure about that. Definitely, if the claim is made via ebay, but payment was made by paypal and it's within the 45 day period the system automatically makes it a paypal claim.
