reclaiming charges, need some help!

hi all dont know if im posting on the right forum but my partner has just recieved a statement from barclays partner finance and there are over £1000 fees on there! He was stupid when he was younger and had dd boucning so they would charge £22.50 each time this happened and then a futher £12.00 each time he tried to setup a payment plan. Can these be reclaimed or is it tough luck?
