But this is a clear health hazard - dust, fire access and the possibility of it collapsing on a person or falling through the floor if heavy enough.
It does not matter.
The tenant is entitled to a concept called "quiet enjoyment" of the property. This means that the council (or any landlord) can not interfere in their lives - ie how they live, or what things they store0
