It says probably, because there are one or two exclusions, such as foodstuffs, but for trades from roofing, plumbing to decorating, the regs apply.
Probably the poorest bit of marketing this government has done about legislation that affects virtually all of us, because very few people are aware of it.
The trader is very vulnerable under this legislation because when people get savvy, they'll get the work done, then say aaaahhhhaaaaaa ...sorry mate, I don't need to pay as you've failed to provide me with any cancellation rights.... contract void.

Tucker I think you are missing the point here - its the second roofer that was instructed by the neighbour that is trying to bill the OP because the neighbour has refused to pay him. So where is the contract between this man and the OP in the first instance please?

That's exactly the point........... there isn't one. The invoice/bill/ charge is totally unenforceable.
For a contract to be in place, verbal or otherwise, he has to fullfill certain obligations. He's not, so tell him where to stick it.0 -
Yes I am being billed by the 2nd roofer that the neighbour instructed. Reading your comments I think that I am not under any obligation to pay the invoice but feel some responsibillity due to the fact that none of this would have occurred had it not been for the leak in our house - the neighbour would not have had a roofer's bill had it not been for me. As far as I know no contracts had been produced or signed. I think we shall offer half the cost out of good will and let the roofer chase the neighbour for the rest. Thanks for your comments.0

That does sound like you are paying for a service that hasn't benefitted you in any way. As you have said the roofer is trying to use intimidation now I would be inclined to offer him a two word response, the second of which would be off!
If your neighbour agreed work with the roofer and did not agree splitting the cost with you then unfortunately for them the ball is in their court and you don't even become part of the game!Some people don't exaggerate........... They just remember big!0
