    My OH has managed her budget carefully and has made some savings this year. Instead of being commended for careful management she's been told to spend up otherwise she loses it this year, next year, forever.

    Seems a bit daft in current climate - the "use it or lose it" philosophy

    that's where budget constraints should come into effect

    My OH has managed her budget carefully and has made some savings this year. Instead of being commended for careful management she's been told to spend up otherwise she loses it this year, next year, forever.

    I wasn't talking about the pen and pencil budget for the pen&pencil-pushers icon7.gif

    Ah, but if you had a budget of £10k this year to repair roads - and £10k next year to repair roads... if you could keep this years until next year, then if it costs £10k to do 1 mile this year and £10k to do a mile next year, you'd find that for £20k you could actually get 2.5 miles done in less time and with less disruption. Economy of scale comes into play.

    When I was at junior school, on the last day of the summer term we'd just play indoors - and all the writing books, paper etc were stacked up at the side of the class so we could grab books/paper and draw or do what we liked. Nice exercise books literally ripped in half down the spine and stacked up for scrap paper. Each year they had to "destroy" all the left over exercise books, then buy new ones at the start of the next school year. Total waste, but they had to use everything up.

    maybe she's not privy to the future projects that will need this cash and her seniors are keeping this from her...

    No it's widespread across LAs.

    It would be interesting to see in which months most budget spending takes place. Bet it's April and March.
