Careful when buying car - Stolen DVLA log books

This programme is being aired on BBC 1, Inside Out (London area) this evening (01 02 10). I cant wait to watch. I listed to short bits of the interview on radio yesterday. Noel Shannon, Chief Exec with DVLA should be sacked! They can't begin to solve the problem until he recognised that they have one! They dont even know how many blank V5's are actually out there, Ive heard there could be as many as 2.2 million and they have no idea actualy how many reached the shredder!! For this guy to blame the criminals, blame the victims and leave the police to foot the bill in clearing it up. I know who the criminal is here, it's NS and as long as he's in a job and nothing more can be offered by the DVLA than information on their website, what chance does anyone have??? How about spending a fraction of the revenue from the £13m confiscated cars and overhaul a failed system at the DVLA?? Shocking!0

Quote: DVLA chief executive Noel Shanahan told 5 live: "When we discovered that these documents had been stolen, we actually went to the police because it is a criminal act.
"If it's a criminal act then clearly we can't be held responsible for that."
Yet another example of DVLA incompetence. It sound as though the reason for reporting the loss as a theft was to escape blame!0 -

They DVLA appointed the company that should have destroyed the documents, they (DVLA) should have ensured that the company and it's methods were secure.
They should have had procedures in place to verify that all documents were destroyed.
Anyway, surely it isn't too difficult to shred items of this nature before letting them out of the building.0 -
An email from a listener to Radio 5 Live's, Donal MacIntyre's show, said that he had rang the DVLA to check the serial number of the V5 before he proceeded with the purchase. The DVLA confirmed that it was not one of the stolen batch. The guy purchased only to find out later that it was a stolen V5. The problem is, there were something like 2.2 million documents which should have gone to the shredder. When these documents started to appear, DVLA new they had a problem. They issued a warning for 23,000 seriel numbers. At a later date, further seriel numbers started to appear which were not on the DVLA's warning list. The DVLA actually dont know exactly how many documents made it to the shredder, if any!!!! The police have set up a special division to deal with these car crimes and clean up the mess the DVLA have created. £13million pounds worth of cars have been recovered in 18 months. And Noel Shannon says, the DVLA dont have a problem!!!!! Until he recognises they DO have a problem, what chance do we stand?0

this is a massive f**k up,if some heads don't roll over this then it confirms my despair at our government. as others have said the dvla was already flawed and never worked in favour of its customers, but this really takes the pi$$.
what will it take to sort out this bunch of incompetent, blundering, responsobility shirkering ba$tard$?...work permit granted!0 -
If it happened in 2006 its only taken them just over 3 years to work out what has actually happenend, surely thats the biggest sign of incompetence there is?Everyones opinion is the most important.....no wonder nothing is ever agreed on.0

Be on the lookout for stolen registration certificates. DVLA has provided a range of serial numbers of known stolen registration certificates. If you find one that is in the range of BG8229501 to BG9999030 or BI2305501 to BI2800000 do not proceed with the sale and contact the police.
Basically run away from any car with a V5 with any of the above numbers, actually given DVLAs track record and the fact that they will not confirm details I'd be looking for evidence other than V5 that the car belongs to the person selling it.0 -
The point is, it's not just the seriel numbers they have listed. Someone (BBC radio 5 Live) said they called the DVLA to check the seriel number of a V5 form. The DVLA said it was not on their list of 'dodgy' V5 forms. The purchaser went ahead and bought the car to find out later that it was a fraudulent document. It sounds to me that DVLA dont know the extent of what was stolen or should I say...they LOST!!!
The whole system needs to be changed but I think that's what was highlighed on the BBC1 Insideout programme last night - the DVLA deny that it is their problem. Could clearly see his sweeping brush parked in the corner!!!!!0
