I want to let out two rooms to lodgers. I know that I am allowed up to two lodgers.
If one of the rooms is let out to a couple, does that count as one lodger or two?

co-habiting seems to counted as one household on all the references I looked at.

Could you have more Mon-Fri lodgers that have other homes?
Looks like own home with 2 lodgers might be a specific excemption so housholds don't come into it.0
