    The fact that your immersion is not lagged means the heat will simply escape into the flat and warm it up a little more.
    Not necessarily. The tank is probobly upstairs in an airing cupboard? If the attic/floor above is also not insulated the heat will rise, thus warming up the attic above nicely!
    Again - attic insulation from B&Q is cheap if you self-install, and there are offers around too. Yes, ideally the LL should do this but if not, well, you'll save the money back pretty fast.

    Most flats do not have the luxury of an upstairs nor airing cupboard nor attics/ lofts. :p

    Even flats have something above them! A top floor flat will have a roof above - with some kind of roof-space/attic. A lower floor flat will have another flat above - OK more problomatic for installing insulation but without knowing the OP's set-up I was trying to allow for all options and suggest one self-help possibility.
