As far as I know they are penaly free.
But if you want fast access at a good rate I would go for the Tesco Internet Saver - 2.5% I think and it also has rapid transfers meaning your cash moves instantly - very handy for me since I like to keep my rent money earning interest up till payment day.0 -

Withdrawals are penalty free, there are no charges for withdrawing your money from ING Direct Savings Account.
